Mr. Bouton - formerly in practice with the telecommunications group at Swidler & Berlin in Washington, D.C. - is engaged in telecommunications regulatory and litigation practice involving all aspects of federal and state telecommunications regulation. Mr. Bouton was among the first attorneys in the nation involved in representing clients in connection with the implementation of local exchange competition under the Telecommunications Act of 1996. Prior to joining Swidler & Berlin, Mr. Bouton engaged in antitrust litigation and counseling at the Washington, D.C., law firm of Epstein Becker & Green from 1991 to 1996. Mr. Bouton is admitted to practice in both Maryland and the District of Columbia.
Mr. Bouton has represented a wide variety of national and international telecommunications clients, including, competitive local exchange carriers (CLECs), long-distance carriers (IXCs), Internet service providers (ISPs), wireless carriers, and industry associations. He has represented such telecommunications clients in Federal Communications Commission (FCC) and state regulatory proceedings, as well as litigation involving a wide variety of telecommunications matters. Mr. Bouton has represented various types of telecommunications providers in matters relating to the implementation of the Telecommunications Act of 1996, including interconnection negotiations and arbitration proceedings involving both wireline and wireless carriers before state regulatory commissions. Mr. Bouton also has extensive experience providing counseling to telecommunications providers in a wide range of regulatory, transactional and corporate matters, including, notably the structuring of arrangements for the provision of services by affiliated entities.
Mr. Bouton receive his B.A. in Economics and in Political Science from the University of Maryland in 1987, and his J.D. from the University of Maryland School of Law in 1990. Mr. Bouton is fluent in French.
